Seventeen people have been killed and one person is missing after a fire broke out at a senior residential building in a village near Ukraine’s capital, Kiev on Sunday.

The fire erupted in the early hours Sunday morning in a privately-owned two-story building housing 35 people in Litochky, 23 miles northeast Kiev.

“Emergency services units saved 18 people, five of whom have been hospitalized with burns of varying degrees of severity,” State Emergency Service of Ukraine chief Mykola Chechyotkin said in a statement on Sunday.

According to the BBC, the senior building that housed the elderly was being used illegally.

Police have arrested the man in charge of the building.
