Two US Capitol Police officers Krystal Griner and David Bailey were also shot. Police said their injuries were not believed to be life-threatening.
At a press conference, Alexandria Police Chief Michael Brown said the officers were on the scene within three minutes of a call received at 7:09 a.m. (1109 GMT)
Brown said five people were transported to local hospitals, including the suspect, but said he would not identify victims or suspect.
In a statement, Congressman Roger Williams said a member of his staff was shot.
Alexandria Police earlier tweeted that the suspect is in custody.
Senator Rand Paul told ABC News that there were “50 or 60 shots fired” during the incident and he believes the shooter had a semiautomatic weapon.
Congressman Williams said the Republican baseball team holds practice at the park every morning at 6:30 a.m. The annual Congressional baseball game was set to be played on Thursday evening.
The Cong. Baseball game is a last vestige of bipartisanship. Competition that's spirited but respectful. Thinking about those injured.
