Tropical Storm Harvey is expected to continue dumping 10 to 20 inches of rainfall along the upper Texas coast as the storm’s center moves back into the Gulf of Mexico, according to the National Hurricane Center (NHC).
New: The Colorado River at La Grange, Texas is expected to crest at 51.3 feet by midday on Monday, its highest level in over 100 years.

Flooding concerns are spreading into southern Louisiana, where up to 20 additional inches of rain is expected to fall.
Within these heavy rain bands, there’s a risk of tornadoes that spin up as these bands move.
Flooding is expected to continue smashing 500-year records across Texas and expand through southwestern Louisiana.
Harvey will eventually make a third landfall near the Galveston area and move inland with the eye moving towards Houston by Wednesday. Because of this, a tropical storm warning has been issued for Brazoria, Calhoun, Harris, Jackson, Liberty and Matagorda counties in Texas.
Tropical storm warnings have also been issued for East Cameron, West Cameron and Vermilion counties in southern Louisiana.
A Flash Flood Emergency remains in effect for the Houston metro, with flash flood warnings in effect for the rest of the area.
